The Advanced Light Source – Upgrade (ALS-U, https://als.lbl.gov/als-u/overview/) division at Lawrence Berkeley National Laboratory (LBNL, https://www.lbl.gov/) is seeking a Technical Controls Account Manager to join their team.
In this role, you will be responsible for supporting technical, cost and schedule activities within one area of the ALS-U project. Oversee the planning, coordination and accomplishment of all work within the management account and provide a single authority for scope, technical and cost issues.
The ALS-U (https://als.lbl.gov/als-u/overview/) is an upgrade project that received cost, schedule and performance baseline approval in April 2021, with a total project cost of $590 million (organized into a number of separate administrative accounts). Early project completion is scheduled for fiscal year 2027. The project will transform the Advanced Light Source, a U.S. Department of Energy (DOE, https://www.energy.gov/) user facility that serves more than 2,000 domestic and international users annually. The ALS-U will provide a world-leading soft X-ray source using a multi-bend achromatic lattice, increasing brightness and coherent flux by more than two orders of magnitude compared to the current ALS (https://als.lbl.gov/).
We are seeking professionals with exceptional skills in all aspects of project management including scope development, project planning and risk management. The ideal candidate should be able to demonstrate expertise in communications, team management, procurement planning and execution. Incumbents should have comprehensive knowledge of planning and managing large projects and research initiatives and be adept at analyzing complex situations with a deep understanding of organizational goals.
Direct experience with particle accelerators or scientific equipment is preferred.
What to do:
• Plan the full scope of work for complex projects from inception to completion by creating detailed schedules showing horizontal dependencies, slack, and critical paths.
• Identify the tasks and sequence required to execute statements of work for managed accounts and, as needed, develop supplemental schedules for use in daily operational planning and management.
• Integrate the project scope of work, schedule, and cost objectives into a performance measurement baseline against which success can be measured. This means using actual performance value management system (EVMS) information in developing and objectively evaluating monthly cost and schedule status at the work performance level.
• Analyze significant variances from plan and impact on control accounts. Prepare variance reports and corrective action plans for management review and approval.
• Monitor, draft, present and obtain management approval for Baseline Change Proposals (BCP).
• Act as the primary technical interface to subcontractors, approving invoices and verifying actual work completed.
• Identify potential technical, schedule and cost risks to track in a risk registry.
• Prepare materials for senior management for project reporting.
• Designate start and finish dates for projects and activities to designated financial personnel.
• Consults with managers, engineers and scientists as required to understand project requirements and needs.
• Attends internal, external and funding agency reviews. Serves as the lab’s main contact to sponsors/customers.
• Supervise support staff and project team members.
What you’ll need:
• Bachelor’s or advanced degree in physics, engineering, or related field with substantial (preferably 10+ years) project management education and/or related experience.
• Proven track record of managing budgets and schedules.
• Relevant knowledge and experience in Earned Value Management System (EVMS) concepts, theory, practices and tools.
• Experience in preparing managed account status reports, variance reports and estimates to complete.
• Ability to lead others and provide work direction.
• May supervise the work of engineering staff as required during the course of the project.
• May be responsible for specific subtasks within a project.
Desired Qualifications:
• A licensed professional engineer or a licensed architect or scientist.
• DOE Order 413.3B: Knowledge and experience in program and project management for capital asset acquisitions.
• Knowledge and experience with American National Standards Institute Electronic Industries Alliance (EIA) Standard 748-C.
• Project Management Professional (PMP) certification.
• Experience using particle accelerators or scientific equipment.
Note:
• This is a full-time, two-year term appointment with the possibility of extension or conversion to a career appointment based on satisfactory performance of the job, continued availability of funds, and ongoing operational needs.
• The expected salary for this position is $132,312-$165,396, which falls within the full salary range of $132,312-$223,296 for the Z10.3 job code. Salary for this position will be commensurate with the finalist’s qualifications and experience, including skills, knowledge, relevant education and certifications, and will be consistent with the company’s peer group.
