The Utility Program Engineer serves as manager of the municipality’s utility engineering program, including water, wastewater, wastewater treatment, stormwater design, development review, construction management and inspection.

- Conducts preliminary reviews of studies, project designs, plans, specifications, estimates, reports, and standards relating to the construction, maintenance, and operation of public works projects.
- Consults with contractors, developers and consulting engineers regarding planning and development of the City’s public infrastructure.
- Review plans for compliance with City requirements
- Serves as department liaison for project inquiries regarding budget, schedule, program and reporting.
- Liaison with various County organizations regarding Federal, State and local funding opportunities.
- Manage specific contracts and support Section Managers in contract administration
- Provides project coordination for all departmental projects, including reviewing and revising scope of work, proposals, purchase orders and invoices, working with City departments and external parties such as consultants, vendors and contractors.
- Review development applications for compliance with City standards and coordinate with the City management team to efficiently process applications.
- We support project progression through all stages of contract review, bidding, RFP process and contract closeout as needed.
- Oversees status reviews of projects and coordinates the development of the City’s utility maps with the GIS program.
- In collaboration with the City’s Consulting Engineer, lead development pre-construction meetings to ensure City policies and expectations during development activities.
- May assist in developing the City’s annual capital improvement program
- Coordinates and provides development engineering guidance to inspectors to ensure proper construction and standards are adhered to.
- Assist staff and vendors to facilitate project purchasing process
- Review and approve monthly invoices from consulting firms or vendors for assigned projects.
- Create letters, emails and memoranda for signing
- draft "Proceed notification" Department-run project letter
- Generate weekly and monthly project status reports
- Prepare and draft various departmental documents, reports and project related materials.
- All other duties as assigned.
Qualifications
- A bachelor’s degree in civil engineering, project management, business administration, finance, public administration, urban planning, information technology, or related field is required. Alternatively, candidates may qualify with a minimum of eight years of related experience that meets the following requirements: "Primary Responsibilities" section
- PE or Engineering Internship/Engineer in Training (EIT) preferred
- Technical and professional level experience in public works and public works engineering projects.
- Knowledge of budget, financial and project management information systems.
- Knowledge of automated project management documentation, tracking and control processes.
- Knowledge of design and construction means and methods
- Knowledge of laws and regulations relating to civil engineering, urban development, and public works
- Knowledge of general management practices and principles.
- Knowledge of administrative and project management principles and procedures.
- Ability to identify, analyze, isolate problems and devise solutions.
- Interpersonal skills, communication, team building, facilitation, networking and negotiation skills.
- Ability to coordinate, direct and supervise work completed or performed by others.
- Ability to apply computer applications and software including Windows, Microsoft Office applications, Internet, Adobe Acrobat GIS, Auto CAD etc.
- Ability to tactfully and appropriately respond to inquiries from the public, developers, construction companies, other departments or agencies.
