Salary: $9,588 – $16,074/month Submission Deadline: Open until filled Position Summary The City of Fresno is seeking an Assistant Director to oversee the Transportation Project Management Division of the Capital Projects Authority. The Assistant Director of Transportation Project Management is responsible for the day-to-day operations of the department and works directly with department managers and their staff, engineering and project management staff, client departments, and contractors. The Transportation Project Management Division provides project management and consultant oversight for the City’s capital programs. The incumbent exercises considerable judgment and discretion in the management and direction of the department and its operations. Additionally, the Assistant Director serves as a technical advisor to the Director and City Manager and attends City Council, Board, Commission, and Commission meetings related to capital projects and related services. The Deputy Director is expected to participate in the preparation and management of the Department’s annual operating and capital budgets and to coordinate activities with other departments, department sections, and outside agencies within the City of Fresno. This is a non-classified position held by the incumbent at the pleasure of the Director. The Department Capital Projects Department is responsible for the design and construction of the city’s capital projects. Our mission is to develop capital projects that create value for our stakeholders by providing innovative solutions that meet their needs. We provide timely and cost-effective public assistance to various city departments and a wide range of projects, including parks, public safety facilities, sewer and water utilities, public buildings, roads, and pedestrian/bicycle projects. Capital Management – The Capital Management department supports the entire department by providing several key support functions. Design Services – Our in-house design and project management team focuses on the delivery of projects such as transportation, utilities, parks, and public facilities. Fire and Police Projects. Transportation Project Management – The project management team focuses on project implementation of transportation projects. Public Works and Field Project Management – Our project management team focuses on project delivery for public works, parks, fire, and police projects. Construction Management – Oversee construction management. Capital construction project. The Division of Transportation Project Management is one of five divisions within the Division of Capital Projects. The Transportation Project Management Department has 22 full-time positions. The department provides project management and consultant oversight for road projects, grade separation projects, complete street projects, and active transportation and trail projects. Minimum Requirements Graduation from an accredited university with a bachelor’s degree in Business Administration, Public Administration, Regional Planning, Engineering, Project Management, Architecture, Construction Management, or a degree field recognized by the Director of Human Resources and the Director of Human Resources. and five (5) years of directly related management experience as deemed acceptable by the Director of Human Resources Services and the appointing authority. OR 9 years of directly related experience, including 5 years at a management level. Directly related experience may include nine years of experience in engineering, construction, or project management. These include project management, construction management, contract management, design, and other related functions. Possession of a valid California driver’s license is required upon appointment and ongoing maintenance. Valid registration as a California or equivalent engineer is preferred at the time of application. Ideal Candidate Fresno is seeking an experienced, enthusiastic, and strong leader to help realize the long-term vision of the Capital Projects Department. Entrepreneurial-minded individuals with the ability to think independently, innovatively and solution-oriented are suitable for this position. Also suitable is someone with a thorough understanding of grant requirements and reporting, and solid knowledge and experience leading capital projects. The ideal candidate will have a track record of candid and open communication and the ability to lead a diverse, results-oriented project management team. The ideal candidate will have a strong background and knowledge of the transportation engineering industry and common industry standards. Ideally, someone with a professional civil engineer license. A combination of technical and design/project management experience is ideal. The Assistant Director of Transportation Project Management has the skills and experience to lead a department of project managers and professional engineers. The incumbent must also have strong morals and integrity. Assistant Directors often engage in negotiations with consultants and third-party stakeholders. It is important that the assistant director is reliable and able to represent the department director and serve as the designee on contract documents. The ideal candidate will also have strong communication skills, be a proactive problem solver, and be able to communicate with the Director, City Council Office, City Manager’s Office, customer departments, and/or the community. is. Finally, the ideal candidate will help establish a culture within the department of constantly striving to improve processes and efficiency, and will embody the civil service leadership style. Compensation and Benefits (Unit 2 Classification) The City of Fresno offers an attractive and competitive salary and benefits package. Assistant Director salaries range from $115,056 to $192,888. As shown below, employee benefits packages are subject to change and include: Retirement: City of Fresno Retirement System. Interactions with other public systems in California. The city’s pension fund is one of the richest public systems in California and the nation. The city does not participate in social security. DROP (Deferred Retirement Option Program): A voluntary program that allows employees to continue working for the City of Fresno for up to 10 years while depositing their retirement benefits into a special savings account within the retirement system. Participants must be 50 years of age or older. Benefits include ownership of accumulated funds, compounding returns, and alternative distribution options. Health Insurance: The City contributes to monthly PPO medical, dental, and vision premiums for employees and dependents. Flexible Spending Account Program: IRS 125 Health and Dependent Care Plan Automobile Allowance: May be granted by the City Administrator pursuant to Executive Order 2-2. Deferred Compensation: Any 457 plan from Fidelity Investments to increase your retirement savings. The city will contribute up to $75 per month. Administrative Leave: 80 hours per fiscal year (prorated) with annual cash-out provision. Supplemental Administrative Leave: Up to 32 hours at the discretion of the City Manager. This leave can be placed into a retiree health insurance plan account. Annual Leave: 15.5 hours of annual leave per month with limited cash-out provisions. Additional Sickness: 40 hours per financial year. Up to 80 hours for life. Holidays: There are 10 public holidays per year, plus two birthdays and personal days each year. Life insurance: An amount equal to your annual income. The city pays the insurance premium. Long Term Disability: After 30 days, the City will pay a premium of 66.66% of your monthly salary up to $7,500 per month.
