Responsible Water Development for Texas. Water, wastewater, stormwater, and flood control projects funded by TWDB range from small grants to large-scale community projects. RWPD staff is responsible for working with stakeholders to ensure that TWDB-funded projects comply with the Board’s regulations and design standards. RWPD staff makes recommendations regarding funding eligibility and project approval for various funding programs that have provided approximately $34 billion in state and federal financial assistance to local communities since 1957. Performs from routine complexity (journey level) to extremely complex (senior level). Engineering and/or project manager jobs. Work includes oversight, technical review and evaluation of reports, facility plans, construction plans and specifications, construction schedules, contracts, change orders, and other required project and program documents. May provide guidance to others. Works with general to limited supervision and has limited to moderate freedom to use initiative and independent judgment. Essential Job Functions Reviews applications for financial aid and advises applicants regarding TWDB requirements for various funding programs. Prepares relevant engineering information necessary for the Board’s consideration of funding requests and makes final recommendations regarding funding. Manage the feasibility of proposed projects/applications. Manage engineering reviews related to assigned TWDB funded projects. Act as a project manager, overseeing project schedules, budgets, compliance, and reviewing payment requests. Authorize reimbursements and payments to consultants and contractors. Coordinate with various federal agencies. Collaboration with state agencies on projects and programs. Performed technical review and evaluation of engineering-related financial aid documents. Determined relevant deficiencies, options, and recommendations to ensure compliance with TWDB rules and regulations. May act as a contract manager and oversee contract schedules, budgets, and contracts. Compliance with Terms and Conditions. For compliance with TWDB rules and regulations, we may conduct periodic site observations to monitor the progress of construction of water, wastewater, and flood-related systems. Provide information and assistance to TWDB staff and clients. May supervise engineering reviews conducted by project reviewers. Minimum Qualifications Graduated from an accredited four-year university with a bachelor’s degree in engineering or related field. Professional Experience: Engineer I/Project Manager II-S – 1 year of related engineering experience. Engineer II/Project Manager III- 3 years of relevant engineering experience. Engineer III/Project Manager III-S – 5 years of relevant engineering experience. License: Engineer I-III – Licensed as a Professional Engineer (PE) by the State of Texas. Project Manager II-IIIS – Professional Engineer (PE) license in another US state and ability to obtain Texas PE license within 6 months of hire. Relevant education and experience may be substituted on a one-year basis. Preferred Qualifications Accredited four-year college or university with a bachelor’s degree in civil, environmental, or agricultural engineering. Experience in project review, engineering review, or related field. Experience in planning and/or designing water treatment, storage, and distribution systems. Experience in planning and/or designing sewage treatment plants and collection systems. Experience planning and/or designing flood control or stormwater management projects. Experience with construction-related inspection, supervision, or monitoring of water, wastewater, or flood projects. water laws, federal and state programs and permits; Floodplain manager certification. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) Knowledge of local, state, and federal laws and regulations related to the RWPD sector. Knowledge of administrative principles and practices.
